Adding a phone number to Google MFA (2-step verification) results in an a "try again later" error

Overview

This article outlines instructions on fixing the error when adding a phone number to Google MFA. 

Issue

When adding a phone number as a Google MFA (2-step verification) method, the following error appears. The error persists no matter what phone number is used and/or if the text message or voice call options are selected.

 It looks similar to the following:

A window with a field showing the phone number used with an error message right under it in red text that reads: Sorry, we can't fulfill this request at this time. Please try again later or use a different phone number.

The error reads: "Sorry, we can't fulfill this request at this time. Please try again later or use a different phone number.

Troubleshooting

When setting up a phone number with Google MFA, Google allows five attempts before locking you out. After that, it will not work no matter what phone number is used. In conclusion, you will need to wait 24 hours from your last attempt to try it again.
